Edit an RFI Question

Previously, an RFI question could only be edited if the RFI was a Draft RFI. Now, users with 'Admin' permissions to the RFI tool are also able to edit the question and attachments for open RFIs. 

Why is this important?

An RFI question may need to be edited for a number of reasons. For example, the original question may need to be revised or an attachment may have needed to be added.
