Users Now Have Access To Tender Packages In Planroom Tool (21/3/2016)

Updated the Planroom so that users can access tender packages from the company's Planroom tool. Users with 'Read-Only,' 'Standard,' and 'Admin' permissions to the Tendering and Planroom tools can now view the Download Tender Docs button when there are specifications, drawings and docs attached to a tender package.
