1 To add a link, you must have 'Admin' level permissions on the project's Admin tool or Project Home. To view Project Home links, you must have 'Read Only' level permissions or higher on the Project level tools and access permissions to the project.
2 You may need additional permissions in order to create or upload items for tools. See User Permission Matrix - Mobile for the exact permissions required for specific actions.
