RFIs: New Granular Permission to Act as RFI Manager

New 'Act as RFI Manager' Granular Permission
Users with 'Read Only' or 'Standard' level permissions on the project's RFIs tool with the 'Act as RFI Manager' granular permission enabled on their permissions template will be able to perform some additional tasks for RFIs they create ('Standard' only) or that they are designated as 'RFI Manager' for.
The table below lists the tasks 'Read Only' or 'Standard' level users with this granular permission can perform as an RFI's creator or its 'RFI Manager' and the tasks that only users with 'Admin' level permissions on the project's RFIs tool can perform.
